Letter of Recommendation Christi Moody Government Team Lead CONUS-Theater Network Operations and Security Center U.S. Army | NETCOM 9th Army Signal Command |

"Jay Sibel worked under my direct supervision beginning August 22, 2002 at the NETCOM/9th Army Signal Command - Continental United States Theater Network Operation and Security Center (CONUS-TNOSC) as our Portal Web Master. I had the great pleasure of seeing him blossom from a Senior Systems Analyst position in the beginning, into a fully functioning Portal Web Master and Software Developer in charge of all of the day-to-day missions of the CONUS-TNOSC Portal. In addition, the organization was very impressed with all of the development work Jay did for our Network Common Relevent Operational Picture (NetCROP) Portal. One such project was a dynamic, interactive NetCROP Map used by all our Army customers' stateside for CONUS theater-wide situational awareness. Jay's efforts on this went above and beyond any of the organization's expectations. Jay is a hard-working self-starter who invariably understands exactly what a project is all about from the onset, and is someone who takes the initiative to get things done quickly and effectively.
Jay is a resourceful, creative, and solution-oriented person who repeatedly came up with new and innovative approaches to his assigned projects. On the interpersonal side, Jay has superior written and verbal communication skills, possesses leadership qualities, and pays close attention to detail. He also works effectively as a team member under the direction of other team leaders, as well as on his own. He gets along extremely well with everyone within the organization, and is highly respected, both as a person and a professional, by management, co-workers, and customers alike.
In closing, as detailed above and based on my experience working with him, I can unreservedly recommend Jay Sibel to you for any level position. If you would like further elaboration feel free to contact me at (520) 538-5380 or by emailing marie.moody@netcom.army.mil."

Additionally he supported our three subsidiary offices with the maintenance and design of our three local language web sites.
Jay is a quick learner and eager to take on new task and responsibilities. He has a professional work ethic and the ability to work well with other employees, partners, outside vendors, and customers. Jay is very reliable and was always willing to put in extra effort to meet deadlines. During his two years with us he continued to take on more and more responsibity always rising to the challenge and doing an outstanding job.
Jay has a very strong and comprehensive background in Internet technologies. He is an outstanding Designer able to design professional web sites. He is well versed in web programming in number of client and server side languages including JavaScript, ASP, PHP, and Java. Jay also has very valuable experience in the marketing of the web sites.
